Security guarantees represent a crucial element of any potential peace framework, particularly given Ukraine’s experience with previous agreements that Russia violated. The 1994 Budapest Memorandum promised Ukrainian security in exchange for surrendering nuclear weapons, a commitment Russia disregarded when launching its invasion.
Macron emphasized that Europeans must participate directly in negotiating and implementing security arrangements. He argued that European presence at the negotiating table is essential to ensure adequate protections are established and maintained over time.
